I sent a photo with suffix .tiff but they are unable to open it. Is it simply a matter of renaming the photo to end in .jpg or .bmp, or is it more technical than that?

they usually open with MS picture and fax viewer (in xp) or office but i just renamed one to jpg and it worked!

You Cannot just rename the tiff extension name to jpeg to convert the file.
you are only changing the wording not the file type

oh yes, Bob is more accurate on this. i think the reason it worked for me is that MS fax viewer in XP is smart enough not to rely on file name only and also is capable of opening both file types. this may not happen in all occasions.

Usally any kind of program that you can edit pictures in can convert formats, just open the picture with your editing software, and then click save as and then with the little box that lists picture formats, pick your desired format.

Ms paint works pretty good for this.

You can rename to {jpg, gif, png, ...} and the picture viewer in Windows (at least) will open it just fine, but don't expect it to work elsewhere.
