Intel Stock Fan Heatsink Too Loud!

Hi ppl!
I mount a third system a few days ago!
The problem was when i power him up for the first time!
It sounds to me like an Airplane turbine!
In the first 2-3min it was quite silent but after that the rpms of the heatsink fan reach an amazing 3100rpms and the sound was more loud that my vaccum cleaner!
I try to see if it was another fan from my system , but was not ,the psu and system fans was quite silent, when i shutdown all fans except for the cpu the sound was the same!
The question is!this rpms and sound is normal?

Second question my cpu temp is 63-65 in idle and 70-75 full!the room temp are ~25Cº and system temp is 30-35cº!
IS this values normal?
I hope u can help me because iam getting nuts with all this!

Ram: 2Gb (2x Kingston DDR400 1Gb)

Optical drives: LG GSA-4163B dvd-rw
Graphic card: Gecube ATI Radeon 9600 Pro 256Mb
Sound card:Sound blaster Audigy
Psu:Nexus Nx-4090 400w(120mm fan)
Case:Thermaltake Shark Silver

PSS:Ok, i know that the mobo and cpu sucks but this should be upgrade in future!

Browsers problems

hi...
i dont know what is happening with my browsers!the problem is this!my pc connects to internet by an adsl line , everithing is fine, except this, all programs that use internet connection is work perfectly(emule,etc...) but the browsers do not connect to any page, they said that the pages are not avaible! this is independent of the browsers(IE,NEtscape,Firefox,Opera), i simply cannot go to the web because of that! I already run antivirus,(PCcillin 2005) and run adware , no virus or spyware founded!Iam getting nuts with this!
Any ideia of what is happening ?iam working with windows 2000 pro!

lg dvdrom drive hangs win xp in boot

I have a problem and don´t know what to do!about a month ago i buy a lg dvdrom drive (gdr-8163b),i install it and everithing goes fine,she work perfectly!the problem started when i install in the same ide channel a samsung cd-rw drive !after i install every time i start windows xp he hangs on the logo screen ! stops for about 2 3 min and the restart the pc again!then i remove the samsung cd-rw drive,but the problem continues!after that i remove the lg drive and then xp boots normaly!i try to put the lg again(master) but the problem apaers again,but when i remove the lg drive and put the samsung xp boots normaly again!the question is !could the samsung drive damage the lg drive?by the away i already try to reinstall the xp and the problem is the same!I already try everithing(even install windows 98, but win98 refuses to recognize any dvd/cd drives on the system) , but xp only boot with the lg drive out of the system!iam desperate ,i want my lg drive back! :'( plz help
