i'm usually a late adopter (as opposed to early adopter) when it comes to anything specially computer software & technologies. I didn't install silverlight until a while ago & since then I found a few pages only on microsoft's own web site where silverlight was used (spotlight videos & microsoft download).
I really didn't like what I saw. performance is shaky & also if you want to fast forward the video, it's really slower than flash video. I've read that better video features are coming in version 2 & since this is just the first version I'm not totally pissed off.

But, one thing I already liked about silverlight is what you see in the attached picture (i've not seen such thing in flash videos. please let me know if i'm missing sth)

Tooltips showing the title of each chapter in the video.
Anyway, i'm talking from an end-user point of view. It's said that silverlight programmers are having a lot of fun.

I've never really liked Silverlight as it lacks any Linux support,
I have though installed it on my Windows partition and noticed the same as you regarding video playback.
But, I have seen little pop under ads embedded in flash videos, so I bet these could be used to display chapters or sections?

ok, but seriously it's only good because of it's built-in integration with MS programming tools. Other than that why do we ever need anything other than Flash?
